In 1970 I interviewed several Pima County contractors who employed the occasional Mexican Illegal worker, off the books and at greatly reduced wages, whenever they could find them.
These contractors encouraged some of these workers to return to Mexico in the off season to recruit others willing to cross the border to work in America. In return for successful recruiting the contractors promised full wages and help with getting citizenship.
Ten years later one of these contractors told me he was working with Tucson City Council members and members of the Pima County Board of Supervisors, for the purposes of using Mexican Illegal labor to “low bid” on city and county projects.
These contractors also told me the use of Mexican Illegal labor, working for cash off the books, was common practice amongst the “big shots” who were building large scale residential housing tracts for Active Adult Retirement communities like Sun City, Sun Lake, Sun City Vistoso, various developments in Green Valley and Saddlebrooke.
These “big shots” included Pulty Homes, Robeson, Del Webb, etc.
Over the subsequent years these contractors told me the majority of skilled building trade workers were Mexican Illegal aliens, who were highly prized for their hard work and willingness to work on a cash basis for far less money than their American citizen counterparts.
In the early 1980’s a grand plan began to evolve amongst business visionaries and big shots like Don Diamond: attract the retiring baby boom generation from the other 49 states to retire to Arizona, thus transforming Arizona into the nation’s premier Retirement and Recreation state.
From a commercial point of view there are great advantages to having retirees as a primary population base:

They do not require espensive primary educational facilities.

They are mostly law abiding.

The do not require employment opportunities or significant public services.

They have significant cash, investment portfolios and insurance policies.

They seek entertainment and recreation opportunities and have the cash to pay for it, thus enriching the entertainment service industry.

They are willing to congregate in densely populated Active Adult communities built around golf courses and swimming pool complexes. Saddlebrooke once was pasture land earning several thousand dollars in tax revenues. Now it has 4,000 homes and a tax value of several billion dollars.

And best of all: they require expensive medical treatments and have the cash and insurance policies to pay for it, thus enriching the medical and legal service industries.
To encourage a continuing stream of well-healed baby boomers to retire in Arizona, the "big shots" used low cost Mexican Illegal labor to construct a series of inexpensive "Active Adult" communities in attractive rural settings. In spite of Arizona's water shortage, these communities were built around golf courses and lush country club complexes.
Mexican Illegals were used to construct these communities and to maintain the ameneties. (Content to be Added)
